He had caused chaos within the Russian economy because of a personal vendetta. He had previously stolen 5,000,000 dollars from one of Raymond Reddington's accounts.

He was initially believed to be the person behind the theft of the NSA's Skeleton Key project. However, he later convinced Raymond Reddington that someone else was using his cyber identity. He also returned Red's 5,000,000 dollars with an additional 3,000,000 dollars in interest. It is discovered that Harrison Lee is responsible.
