Background[]
Roanoke was a legendary criminal and extraction specialist notorious for extracting high level targets from high-danger areas through complex and elaborate operations that involved great feats of deception. Roanoke's M.O was to either infiltrate his agents into the target's proximities or simply turn the target's close associates with access to his inner circle to work for him, so he could gain access to his mark and perform the extraction. Roanoke is credited for extracting the Ugandan insurgent leader general Joseph Kony during the Uganda Civil War as well as the suspected Russian terrorist Achemez Gochyyev, believed to be behind the apartment bombings in 1999 that killed 293 people and triggered the Second Chechen War. After 9/11, Roanoke was arrested for getting an Al-Quaeda loyalist out of the United States and spent time in the Qincheng Prison, until he escaped with the help of the prison warden. After that, Roanoke was believed to be dead or captured, but actually, he had assumed the identity of Santiago Vega and went on to live in San Juan, Puerto Rico, where he eventually contracted several illnesses, including Parkinson and Dementia.
